Together with the President of the Association of Municipalities and the Albanian delegation in Strasbourg, we held an important meeting with the Monitoring Group of the Congress of Local and Regional Authorities of the Council of Europe, within the framework of their official monitoring visit to Albania.
The Congress, according to Chapter XVIII of its Rules of Procedure, carries out periodic visits to assess the implementation of the European Charter of Local Self-Government, while the Monitoring Committee closely follows the implementation of the recommendations and the progress of reforms in the member states.
Our discussions focused on:
Implementation of Recommendations 468/2021
Reforms undertaken and developments on strengthening local democracy
Consultation with central government
Financial situation and division of competences
Oversight, citizen participation and cross-border cooperation
Crisis management and current challenges of local government
A very constructive meeting, which strengthens institutional dialogue and joint commitment to advance European standards of local and regional self-government in Albania.
