Human Resources Forum – Discussion on the draft law “On the Civil Servant”

#Today, the National Association of Municipalities of Albania organized the first online meeting of the Human Resources Forum, a new step to strengthen cooperation and dialogue between municipalities.

The meeting was opened by the Executive Director of #SHKBSH, Ms. Adelina Farrici, who emphasized the importance of the active involvement of municipalities in the functioning of the forum and in the consultation process for the new draft law “On the Civil Servant”.

Expert Ms. @Anisa Seferaj presented the main innovations of the draft law, focusing in particular on the impact on local governance:

More transparent recruitment

Modern performance evaluation

Clearer staff mobility

Standardized disciplinary procedures

Municipal representatives shared comments and presented important challenges for maintaining local autonomy in human resource management

SHKBSH will prepare a consolidated package of recommendations to ensure that the perspective of local governance is reflected fairly and clearly in the draft law.
