Today we organized the online meeting of the General Assembly of the National Association of Municipalities of Albania, with the participation of mayors, with a focus on the presentation of the draft recommendations on the Administrative-Territorial Reform.
💬 During the meeting, important issues related to:
▪️ strengthening local finances
▪️ clarifying and protecting the competencies of municipalities
▪️ deepening the decentralization process
🗣️ Representatives of the municipalities shared their concerns and concrete proposals, contributing to the construction of a common and coordinated position.
📌 Some of the main recommendations that emerged from the meeting:
▪️ strengthening local finances and increasing resources for municipalities
▪️ transfer of competencies accompanied by sufficient funds and setting minimum standards
▪️ improvement of mechanisms for distributing funds and equalization
▪️ deepening decentralization and increasing the role of municipalities in decision-making
▪️ greater support for small municipalities and rural areas ▪️ Expansion of shared taxes as well as in-depth analysis of the financial risk of municipalities
📍 Next, we will organize a physical meeting with the General Assembly to finalize our recommendations and address them in the Parliamentary Committee.
