The National Association of Municipalities of Albania, within the framework of the project “Regional Cooperation for Better Social Inclusion at Local Level” with the support of NALAS (Network of National Associations of Municipalities of Albania) and GIZ/ORF (Open Regional Funds for South East Europe), invites interested municipalities to express their interest in technical assistance support with the aim of increasing capacities in:

• Social Mapping for the identification of elderly people and children with disabilities, focusing on elderly women and girls with disabilities.

• Preparation of the Social Mapping Report and development of evidence-based recommendations and social measures/services needed to meet the needs of elderly people and children with disabilities.

• Integration of evidence-based recommendations and social measures/services within local policies such as the local action plan/program for social protection.

• Support a day care center as a community-based approach that will provide services for the elderly and children with disabilities, with a focus on elderly women and girls with disabilities.

Criteria:

• Be motivated, committed and willing to participate and apply the entire process.

• Prepare, approve and regularly update local policy documents for social protection that are developed based on the social map and in accordance with national level documents. Regularly allocate local budget funds for social protection services.

• Have previous experience in partnership with local civil society organizations, in conducting social mapping and in the LNOB methodology.

• Have previous experience in partnership with a local civil society organization in providing social services.

• Have sufficient administrative staff/structure responsible for social protection issues, preparation, implementation and monitoring of social protection issues.
