Seeking an experienced and qualified Expert from the RCDN Pool of Trainers (PoT) to organize and moderate a series of trainings on “Development of Competences for Local Government Unit Employees in Public Asset Management”.

The National Association of Municipalities of Albania (NAMA) in the framework of the project “Regional Capacity Development Network (RCDN+)” with the support of NALAS (Network of Associations of Local Authorities) and GIZ/ORF (Regional Open Funds for Southeast Europe) with the aim to increase the capacities of the is seeking an experienced and qualified Expert from the RCDN Pool of Trainers (PoT) to organize and moderate a series of trainings on “Development of Competences for Local Government Unit Employees in Public Asset Management”.

Training Objectives

The primary goal is to deepen participants’ knowledge on enhancing the capacities of municipalities and water supply and sewerage companies to manage public assets in a sustainable, efficient, and transparent manner, ensuring optimal use, long-term maintenance, and fulfillment of legal and financial responsibilities.

Responsibilities of the Selected Trainer(s)

The training team will consist of a Lead Trainer (LT) and/or a Co-Trainer (CT). The team will be responsible for:

  1. Training Preparation:
    • Tailor the design based on RCDN QSs for Training Delivery.
    • Utilize provided materials, including training manuals and resources.
  2. Training Facilitation:
    • Deliver interactive sessions, ensuring the content aligns with adult learning principles and RCDN standards.
    • Incorporate practical insights from additional resource persons or field practitioners, if applicable.
  3. Training Reporting:
    • Provide a comprehensive report on the training outcomes and recommendations.

Proposal Submission Requirements

Interested trainers are encouraged to form a team and submit a proposal that includes:

  • CVs of the Lead Trainer and/or Co-Trainers.
  • Certificate of gToT completion.
  • Financial Offer detailing
  • A proposed/revised curriculum, methodology, and agenda.

Proposals must be submitted by June 10, 2025.
