The National Association of Municipalities of Albania is implementing the project “Empowering Municipalities for Transparent CSO Grants” within the framework of the Regional Programme on Local Democracy in the Western Balkans 3 (ReLOaD3), which is funded by the European Union and implemented by the United Nations Development Programme (UNDP), supporting municipalities in developing transparent funding mechanisms for CSOs, in order to improve the provision of services to citizens in the local community. In the framework of the implementation of this activity, SHKBSH invites interested entities to express their interest in providing logistical support, which includes: a training room with a capacity of at least 20 people, coffee breaks and lunch, as well as audiovisual equipment, in order to hold the meeting in Tirana. The activity will take place during March 2026, the exact date will be announced 5 days before its holding.

General technical specifications:
The room must be organized in a cabaret format, also providing a dedicated space for 5 panelists and ensuring appropriate conditions for the arrangement and comfort of the participants. It must be equipped with a projector, screen, microphones and a functional audio/sound system. The environment must guarantee uninterrupted power supply and be equipped with an air conditioning system. The service must be provided in a quality manner and at the required times.
Lunch for 17 participants will be provided at the entity’s premises, in a space different from the hall where the activity takes place. Please submit several menu options for review and selection, specifying the composition of each menu.
The provision of this service is required during the month of March 2026, for one day. The specific date will be determined and announced 5 days in advance, in accordance with the contract concluded with the winning entity.
General conditions:
Entities must be registered and regularly licensed with the required services as their object of activity;
Registered entities with activity in the territory of the municipality of Tirana are preferred.
The submission of the bid will be made only via email to the organization’s address info@shkb,al by 27.02.2026 or to the postal address “Ibrahim Rugova”, Green Park Complex, Tower 2, Tirana. Hand-delivered bids will not be accepted.
The subject’s payment is made by bank transfer after receiving the service and issuing the relevant invoice.
In his bid, the bidder must submit the full details of the contact person. Also, the bidders, in addition to the completed financial bid, which must be in ALL and VAT identified in the cost/price, must also submit the following documents:
The license to exercise the activity / Extract of the National Bank of Albania obtained up to one day before the submission of the bid;
The financial bid for each product according to the table above. In the case of menus offered by the restaurant, the proposed menu must be submitted;
The bank account number.
The operator offering the service at the lowest price and in accordance with the technical specifications according to the invitation will be notified to sign the contract.
