Budget: Up to EUR 4,000 (gross) per municipality. One expert may apply for a maximum of two municipalities.
The National Association of Municipalities of Albania (NAMA) invites qualified experts to apply for the assignment “Conducting LNOB Social Mapping and Evidence-Based Policymaking”, implemented within the project “Bridges of Inclusion”, in cooperation with NALAS and GIZ.
The assignment will support the implementation of the Leave No One Behind (LNOB) Social Mapping methodology in 4 (four) municipalities:
- Korçë – Young people from economically disadvantaged households
- Maliq – Women heads of disadvsntaged household
- Tropojë – Young people at risk of social exclusion, particularly those from economically and socially disadvantaged households, and their families.
- Shijak – Women survivors of gender-based and domestic violence
Who can apply
This call is open, under equal conditions, to consultancy companies, organizations, and individual consultants with relevant expertise and experience.
- At least 5 years of professional experience in research, social protection, social policy, or related fields;
- Experience in surveys, data analysis, and preparation of analytical reports;
- Experience in evidence-based policymaking and work with local governments;
- Excellent command of English and Albanian.

Evaluation:
Applications will be evaluated by an Evaluation Committee appointed by the National Association of Municipalities in Albania (NAMA). The contract will be awarded to the applicant obtaining the highest combined technical and financial score.
The Expert will be selected using the Quality- and Cost-Based Selection method. The evaluation will be based on a weighted scoring system comprising:
- Technical Evaluation (60%)
- Financial Evaluation (40%)
The final ranking of candidates will be determined by combining the technical and financial scores according to the above weighting.
