National Association of Municipalities in Albania (NAMA/SHKBSH), within the framework of the project “Safe Together Albania: Women Alliances Leading the Way in Survivor Protection”, funded under the CERV Programme of the European Union, seeks to engage a Consultancy Company for Municipal Needs Assessment and Service Gap Analysis in the municipalities of Durrës and Shkodër.
The assignment aims to strengthen survivor-centered responses to Gender-Based Violence (GBV) and Domestic Violence (DV) through evidence-based assessment and recommendations supporting the establishment of Safe Together Hubs.
Who can apply
This call is open, under equal conditions, to consultancy companies, organizations, and individual consultants with relevant expertise and experience.

03 June 2026, 17:00 local time
Applications must be submitted to the Contracting Authority no later than 03.06.2026 at 17:00 (local time). Applications must include all required application documents listed above and may be submitted as follows:

Evaluation:
Applications will be evaluated by an Evaluation Committee appointed by the National Association of Municipalities in Albania (NAMA/SHKBSH).
The evaluation process will be based on technical and financial criteria, including the applicant’s relevant experience, expertise, proposed methodology, and financial proposal.
Detailed evaluation criteria, scoring methodology, eligibility requirements, and submission instructions are provided in the Terms of Reference (ToR) attached to this Contract Notice.
