Call for Local Expert – Reform Agendas Implementation in Albania (LORAI Project)
The National Association of Municipalities of Albania (NAMA) is inviting applications from qualified Local Experts to support research and analytical work on the role of local authorities in the implementation of Reform Agendas in Albania, under the EU–Council of Europe joint programme “LORAI – Local Observatory on Reform Agendas Implementation in the Western Balkans.”
About the Project
LORAI aims to strengthen the role and capacities of local governments in the Western Balkans in monitoring and implementing the EU Reform Agendas, a key component of the EU Growth Plan and accession process. The programme promotes inclusive multilevel governance, accountability, and evidence-based policymaking, ensuring stronger participation of municipalities in national reform processes.
In Albania, NAMA is responsible for implementing the programme at local level in cooperation with regional and international partners, including the Congress of Local and Regional Authorities of the Council of Europe, NALAS, and CEMR.
Purpose of the Assignment
The selected Local Expert will contribute to:
* A baseline study on the involvement of local authorities in Reform Agenda implementation
* The identification of monitoring indicators relevant to municipalities
* The development of guidelines for data collection, analysis, and reporting for the LORAI monitoring dashboard
The work will support the creation of a regional LORAI dashboard to measure reform implementation at local level.
Key Tasks
The expert will:
* Review Reform Agenda documents and national/local policy frameworks
* Assess the role and participation of municipalities in reform processes
* Identify key thematic areas and indicators relevant to local government
* Map stakeholders and data availability at local level
* Support development of methodologies for data collection and reporting
* Conduct desk research and interviews with local authorities
Profile Required
Applicants should have:
* At least 5 years of experience in local government and EU integration
* Proven experience in at least two research assignments
* Experience with monitoring systems, indicators, or benchmarking frameworks (asset)
* Good knowledge of English (advantage)
