National Association of Municipalities (NAMA) is a voluntary and independent union of Municipalities of Albania, contributing towards greater autonomy through the strengthening and development of democratic structures and mechanisms in the organization and functioning of local government. With the support of the Swiss Development Cooperation (SDC) and of the Network of local government Associations in South East Europe (NALAS), NAMA has started the implementation of the project “Supporting National Association of Municipalities of Albania”, as part of “One Voice of LGAs in Albania – Phase II” project.
Within this project, NAMA will conduct a targeted spending review of the education sector at local level, focusing on how resources are allocated, managed, and translated into services and outcomes. The review will support evidence-based dialogue between municipalities, NAMA, and central government institutions, and will contribute to identifying reform options that improve value for money while safeguarding service quality and equity.
Therefore, NAMA will engage a team of experts (short term) that will conduct a spending review of local education expenditure in Albania, drawing on internationally recognised methodologies for sector spending reviews and public expenditure analysis.
The team of experts will include:
1. Key expert on service delivery in education at local level (Team Leader);
2. Key expert on local public finances.
The experts will be supported by 5 municipal focal points in data analysis in 5 different municipalities..
Who can apply
This call is open on equal terms to both companies/organizations and individuals. If the applicant is a company/organization, it must submit documents related to the proposed expert. The expert must be actively involved throughout the entire duration of the contract.
Application
Application must include documents proving technical capacities as set in the Terms of Reference and the financial offer as per the template provided. More specifically, applications must include:
1. Cover letter
2. Updated CV
3. Financial offer, specifying the daily fee in EURO, excluding VAT.
Deadline for submission of application is 3 August 2026.

Evaluation
The evaluation of applications will be made based on technical capacities, including overall qualifications (30%) and previous experience (50%), and best quality/price criteria (20%).
Notification
The contracting authority will inform all applicants simultaneously and individually of the award decision.
