Gledian Llatja was born in the city of Elbasan on 31.03.1981, where he also completed the Dhaskal Todri general secondary school in 1999. In 2003, he graduated from the Faculty of Law at the University of Tirana, graduating in Law. In 2004, he received the title of Lawyer, in 2009 he received the title of Master in Public Administration at the University of Tirana with the program of the University of Nebraska USA, this same year he graduated in Finance from the University of Elbasan. Since 2015, he has been in the process of a doctorate at the Institute of European Studies. He began his career as a lawyer in 2003 as an assistant inspector (part-time) at the Central Election Commission. In October 2003 to 2005, he was employed as a lawyer at the Legal Directorate at the Ministry of Defense. From 2005 to 2013, he was employed by the Central Election Commission as an Inspector.
In January 2014, he worked as the Head of the Contracts Sector at the Legal Directorate of the National Agency for Natural Resources. From March 2014 to September 2017, he headed the Legal Directorate of the National Agency for Natural Resources, during which time, for a period of several months, he also held the position of Deputy Executive Director of the Agency. From October 2017 to January 2019, he was appointed Director of the Cabinet of the Ministry of Infrastructure and Energy.
During this period, he was also an expert proposed by the Socialist Party in the Electoral Reform and Constitutional Amendments.
From January to May 2019, he was appointed Prefect of Elbasan County.
During his career, he has attended a series of trainings, courses and conferences, has practiced teaching at private universities and has attended various programs in non-profit organizations related to the justice system and human rights.
He is fluent in English and Italian.
