Mr. Dhimitraq Toli was born in Gjirokastër on May 27, 1979. He completed his studies from 2003 to 2007 at “Eqrem Çabej” University in Gjirokastër, where he graduated in Accounting and Finance, specializing as an Accountant. Since 2007, Mr. Toli has served as Administrator of the company “Demi-D SHPK,” based in Dhuvjan (Municipality of Dropull), Gjirokastër.
From 2004 to 2007, he served as Administrator of the company “Aleksandra SHPK,” based in Vanister (Municipality of Dropull), and from 2000 to 2004, he worked as Sales Manager for the same company.

Mr. Miftar Dauti was born and resides in Has. He graduated from the Agricultural University of Tirana, Faculty of Economics, Finance Department, in 1991–1995, while working full-time, and later completed his studies at the Faculty of Law in Shkodra after 2001. He worked for 16 years as the Secretary of the Golaj Commune Council in Has and served as the Head of the Democratic Party branch in Has from 2014 to 2022. Mr. Miftar Dauti is married and has three children.

Mr. Rakip Suli was born in Dibër on September 22, 1965. He completed his higher education at the Faculty of Law at “Luigj Gurakuqi” University in Shkodra. He holds a Master of Science degree from the same university in “Private and Business Law.”

In the legislatures of 2013–2017 and 2017–2019, he served as a Member of the Parliament of Albania for the Socialist Party of Albania, representing the Tirana District.
During this time, he was a member of the Committee on Productive Activities, Trade, and Environment, as well as Chairman of the Albania–Czech Republic Friendship Group.

Before serving as a Member of Parliament, Mr. Suli was engaged in the field of private entrepreneurship and business.
He has been distinguished for promoting and strengthening the values of his region of origin, co-founding and serving as Deputy Chairman of the Association of Dibër Intellectuals during 2006–2010. In the same period, he served as Chairman of the Editorial Board of the newspaper “Rruga e Arbërit.”

Mr. Suli is a supporter and sponsor of numerous philanthropic and cultural-artistic activities, including “Oda Dibrane,” the technical-scientific forum for the construction of the Arbër Road, as well as various publicist publications.
He holds the title of “Honorary Citizen” of Fushë-Alie Commune, awarded in 2003, and the “Emblem of Gratitude” from “Korabi Sports Club” in 2005.
