Besion Ajazi was born on 05.07.1985, in a traditional Albanian family, with outstanding values and virtues, in the city of Gramsh.
In the 2023 local elections, Besion Ajazi is proposed to run for the position of Mayor of Gramsh from the Socialist Party and the people trusted him with the Municipality that he leads today. During the assumption of the mandate, he swore that he would be guided by the responsibility for the high office he holds and by the dream of changing Gramsh, as an area serving its residents and making it as attractive as possible for visitors.
The executive body of the Municipality – the Mayor
The mayor is elected according to the provisions of the electoral code and law no. 139/2015 “On local self-government”.
Each municipality has its own mayor, elected according to the provisions of the Electoral Code.
The mayor may be elected and serve only 3 consecutive terms as head of the municipality, with the right to re-election.
The mandate of the mayor
The mandate of the mayor is confirmed by the court of the judicial district (civil chamber) in whose jurisdiction the respective municipality is included, within 20 days from the date of the announcement of the result of his election.
The declaration of the validity of the mandate of the mayor shall be made at the first meeting of the respective municipal council, where the mayor shall take the oath, according to the formula set forth in Article 50 of this law, and shall sign it.
The exercise of the mandate of the mayor shall begin at the moment he takes the oath and end when the successor mayor takes the oath.
The mayor is the highest authority of the Gramsh municipality and exercises the duties and functions defined in the Constitution, the Law on Local Self-Government, and other legal provisions.
According to Law No. 139/2015 “On Local Self-Government”, the powers and duties of the mayor are as follows:
a) exercises all powers in performing the functions of the municipality, with the exception of those that are the sole competence of the respective council;
b) implements the acts of the council;
c) takes measures to prepare meeting materials for the municipal council, in accordance with the agenda determined by the council, as well as for problems that it itself requests;
ç) reports to the council on the economic and financial situation of the municipality and its constituent administrative units at least every 6 months or whenever requested by the council;
d) reports to the council whenever requested by it on other issues related to the functions of the municipality;
dh) is a member of the district council;
e) appoints, respecting the law on gender equality, the deputy mayor(s) of the municipality and dismisses them;
ë) appoints, respecting the law on gender equality, the administrators of administrative units/neighborhoods and dismisses them;
f) decides on the appointment or dismissal of members of the management bodies of commercial companies owned by the municipality, as well as the directors of enterprises and institutions under its control;
g) appoints and dismisses other employees of structures and units under the control of the municipality, except when otherwise provided for in the law on civil servants;
gj) exercises the rights and ensures the fulfillment of all obligations assigned to the municipality as a legal entity and is its representative in relations with third parties;
h) takes measures for the qualification and training of the personnel of the administration, educational, social, cultural and sports institutions;
i) returns decisions to the council for reconsideration no more than once, when it finds that they violate the interests of the community. In the case of the return of the council decision by the mayor, the council may adopt the same decision only with a majority of votes, in the presence of more than half of all members;
j) approves the structure, organizational structure and salary categories/grades for each civil service position and the basic regulations of the municipal administration and budgetary units and institutions subordinate to the municipality, in accordance with the legislation in force;
k) appoints and dismisses local civil servants for gender equality;
l) takes care of the collection and processing of local statistics, disaggregated by gender, and ensures their publication.
