He was born in Vinjoll Mat, on September 26, 1960.

He completed high school in the city of Burrel, at the “Haki Fejzo” General High School in the years 1974-1978.

After completing high school, he studied at the Faculty of Sciences, at the University of Tirana in the years 1979-1983, where he graduated in the Physics department.

Zeneli has completed several trainings for qualifications in the teaching branch, more specifically:

Level 1 of qualification in Teacher – 1998 ISP+FSHN Tirana

Level 2 of qualification in Teacher – 1993 Pedagogical Cabinet Mat

Level 3 of qualification in Teacher – 1988 ISP Tirana

From September 1983- September 1990 he worked as a Physics teacher at the “26 Korriku” High School in Bruç, and at the same time Chairman of the KKM Bruç.

October 1993-September 1994 Mathematics-Physics Teacher at the 8-year Vinjoll School.

September 1994-September 1996 Physics Instructor for the Secondary School Math.

January 2010- November 2013 Physics Teacher at the Secondary School “Pjetër Budi” Burrel.

November 2013-December 2014- Regional Director of ÇEZ and then energy expert.

2015- Physics Teacher at the “Pjetër Budi’ High School, Burrel.

2019 – Deputy Mayor of Mat Municipality.
