Born on December 20, 1967 in Gomsiqe, Puka, he is the descendant of a family that has been distinguished for its patriotic contribution and high virtues of hospitality and generosity over the centuries.

Rrok Dodaj graduated from the Sports Academy in 1986-1990. He has early experience as a director of educational institutions, where in 1995-1997, he worked as the director of the nine-year Gomsiqe school. Mr. Dodaj has been involved in local government since early on. He headed the Qerret Commune Council in 1996-2000 and was then elected mayor of this municipality for four consecutive terms, from 2000-2015.
