Benet Beci completed his university studies at the Faculty of Economics in 1987, while his master’s degree in Business Administration with a topic on the banking system in 2003 and his doctorate in 2015 with a topic on regional development.
He has also completed a number of other specializations at home and abroad, mainly in the banking system and microfinance, financial analysis and risk management, but also on public-private partnerships and innovations in governance.
During his career, Benet Beci has held important positions, starting with the one at the Ministry of Transport, where he held the position of inspector of tariffs and standards for 5 years. Then, in 1992, he worked in the Foreign Relations Sector at the National Bank (today the Bank of Albania). From 1993 to 2005, Mr. Beci worked in various financial institutions such as the National Commercial Bank, the Rural Financing Fund, and the Union of Savings and Credit Associations.
He was also a member of the Supervisory Council of the Bank of Albania, as well as a member of the Control Committee of the Credit Bank of Albania. His most important and long-term assignment was that of the director of the Albanian Development Fund, a public institution that implements development projects at local and national levels. Benet Beci took over the leadership of the ADF in 2005, at a time when the portfolio of this institution was around 116 million Euros. During his leadership, this portfolio increased to more than 480 million Euros, or 8 times more.
Year after year, the ADF’s activity expanded, transforming it from an institution with activities mainly in rural areas, into the most trusted instrument of donors for investments throughout the country in infrastructure, tourism, cross-border cooperation, etc. Major donors such as the World Bank, the European Bank for Reconstruction and Development, the Council of Europe Bank, etc. have entrusted the ADF with major development projects.
Around 20 major programs and 2,100 projects in function of infrastructure development, tourism, culture have been successfully implemented during these 13 years.
In January 2019, he was appointed administrator of the Albanian Power Corporation, where he successfully and transparently managed complex situations during the pandemic period, such as the extreme rainfall in the period December 2020-April 2021. During this period, for the first time in KESH’s history, concrete steps were taken to increase new production capacities, such as the photovoltaic plant at the Vau i Dejës dam, the first steps for the Skavica hydroelectric power plant project, etc. Also, for the first time, a public corporation prepared a strategy for its social responsibility, with the aim of strengthening cooperation with the communities where it has influence, especially the municipalities of Shkodër and Vau i Dejës.
During this time, the Koman road project was drafted, as well as the strengthening of tourism along the cascade, and a series of environmental, social and cultural projects of civil society organizations operating in this territory were supported.
Mr. Beci held this position for almost two years, until April 2021 when he ran for deputy under the Socialist Party banner.
