Hearing session on the draft law “On integrated waste management”
Review in principle of the draft law “On integrated waste management”
National Association of Municipalities of Albania in the Committee on Legal Affairs and Public Administration
Today, SHKBSH participated in the hearing session on the draft law “On integrated waste management”, presenting its position and proposals
We emphasized the importance of cooperation between the legislative branch and the local one for building a modern and sustainable waste management system, in accordance with EU standards
Main objectives supported by SHKBSH:
Waste prevention and recycling
Strengthening inter-municipal cooperation
Implementation of the “polluter pays” principle
Main proposals for improvements and additions to the draft law:
Inclusion of municipalities in full waste management
Participation of municipalities in AKEM as shareholders and representatives in the management structures
Financial support from the state budget for additional costs from the implementation of the law
Abolition of the personal liability of mayors, as this is the institutional responsibility of the municipality, in accordance with local autonomy
“Thank you to the ‘Strong Municipalities’ project, which is funded by the Swiss Government for Development and Cooperation (Embassy of Switzerland in Albania Swiss Development & Cooperation) and the Swedish Government (Embassy of Sweden in Tirana), and implemented by Helvetas, for their support in the process of discussions with the Waste Management Forum on the new integrated waste draft law.”
These proposals aim to strengthen the role of local government and ensure effective and sustainable implementation of the law at the local level.
