Today in the @Committee on Internal Affairs and Defense, at the hearing session for the Review of the Draft Budget for 2026, with the participation of the Minister of State for Local Government, Mr. Ervin Demo, the co-chair of the SHKBSH Ms. Emiriana Sako, the mayors Mr. @Josif Gorrea, Mr. @Qerim Ismailaj, the Executive Director of the SHKBSH Ms. Adelina Farrici, as well as leaders of the Ministry of Finance.
Representatives of the National Association of Municipalities welcomed the increase in the local government budget for 2026, which according to the draft budget reaches 97.8 billion lek, with an increase of 7.8 billion lek or about 9% compared to 2025.
The total transfers from the central government amount to 49 billion lek, with an increase of 4.2 billion lek.
SHKBSH presented some concrete suggestions for improving the local budget:
Increasing the unconditional general transfer by over 1% of GDP
Revising the transfer formula
Increasing the emergency fund and the possibility of carrying it over to the following year
Improving the Performance Grant criteria
Increasing the percentage of mineral royalties that go to local government from 5 to 50%
Standardizing functions with the respective sectoral budgets
Rapidly implementing the fiscal cadastre
Accommodation taxes should be in a national system linked to taxes
