📍 Last week we organized a working meeting with representatives of the Municipality of Shkodër, the Municipality of Berat, the Municipality of Kolonjë and the Municipality of Divjake, where the focus of the discussions was decentralization in the sectors of agriculture 🧑‍🌾 education 👨‍🏫 and health 🩺
🤝 Beyond assessing the progress in the implementation of the Cooperation Agreements between municipalities and the relevant ministries, the working group identified a series of recommendations for further advancing the decentralization process.
🌱 In the agriculture sector, the following was discussed:
▪️ Increasing the role of municipalities in leasing state land;
▪️ Reforming the agricultural advisory service;
▪️ Formalizing inter-municipal governance for irrigation and drainage systems.
📚 In the education sector:
▪️ Strengthening the role of municipalities in the administration of pre-university education;
▪️ Gradual decentralization of the “Teachers for Albania” portal.
🏥 In the health sector:
▪️ Supply of health centers with medical equipment by municipalities;
▪️ Increasing the role of municipalities in the planning and daily management of health centers.
This activity was carried out within the framework of the project “Strengthening the National Association of Municipalities”, funded by the Swiss Agency for Development and Cooperation (SDC)Swiss Development & Cooperationand supported by the Network of Local Authorities Associations in South-East Europe (NALAS), in order to strengthen the voice of municipalities and consolidate their representation at the national level.
