The National Association of Municipalities of Albania is implementing the project “Empowering Municipalities for Transparent CSO Grants” within the framework of the Regional Programme on Local Democracy in the Western Balkans 3 (ReLOaD3), which is funded by the European Union and implemented by the United Nations Development Programme (UNDP), supporting municipalities in developing transparent financing mechanisms for CSOs, in order to improve the provision of services to citizens in the local community. In the framework of the implementation of this activity, SHKBSH invites interested entities to express their interest in providing logistical support, which includes:
a training room with a capacity for at least 13 people, hotel accommodation, coffee breaks and
lunch, as well as audiovisual equipment, in order to hold the meeting in Gjirokastër. The activity will take place on 22-23 April 2026.

SHKBSH will carry out the procurement procedure for products and services, in accordance with the

General technical specifications:
The hall must be organized in a U-shape format, ensuring appropriate conditions for
the seating and comfort of the participants. It must be equipped with a projector, screen,
microphones and a functional audio/sound system. The environment must guarantee an uninterrupted supply of electricity and be equipped with an air conditioning system. The service must
be provided in a qualitative manner and at the requested times.
Lunch for 17 participants will be provided on the premises of the entity, in a different space
from the hall where the activity takes place. Please submit several menu options for review and selection, specifying the composition of each menu..
The provision of this service is required during the dates 15-17 April 2026.

General conditions:
1) Entities must be registered and regularly licensed with the object of activity
the requested services;
2) Registered entities with activity in the territory of the municipality of Tirana are preferred.
3) Submission of the offer will be made only via email to the organization’s address
info@shkb,al by 10.03.2026 or to the postal address Rr. “Ibrahim Rugova”,
Green Park Complex, Tower 2, Tirana. Offers are not accepted in person.
4) Payment of the entity is made by bank transfer after receiving the service and issuing the relevant
invoice.
In its offer, the bidder must provide full details of the contact person. Also, the bidders, in addition to the completed Financial Offer, which must be in ALL and VAT must be identified in the cost/price, must also submit the following documents:
1) License to practice the activity / Extract of the Central Bank of Albania obtained up to one day before the submission of the offer;
2) Financial offer for each product according to the table above. In the case of menus offered by the restaurant, the proposed menu must be submitted;
3) Bank account number.
The operator offering the service at the lowest price and in accordance with the technical specifications according to the invitation will be notified to sign the contract.
